This paper explained clearly the difference of Sanitary and Phytosanitary(SPS)measure，TBT(technical barrier for trade)measure，and green barrier，SPS measure and SPS barrier . Then it presented originally the eight criteria for judging SPS barriers . Based on these，the paper gave the different options for SPS measures and SPS barrier，i.e. WTOmembers should comply with the qualified SPS measures and try to settle the SPS barrier by negotiation and lawsuit . However，for the objective SPS “barrier”，which the developing countries have been meeting in trade，the international organization and developed countries should solve it mainly by technical assistance.
