By analyzing the time-serial date during 1997～2008 and the panel date during 2004～2008，this paper concludes that FDI into Chinese Services Industry has a general crowding-in effect，and has obvious differences between different sub-sectors and periods of time.Inaword，the FDI entry barrier has a great impact onthe capital effects.
