The two tier structure of implementing the WTO trade remedy rules lead to the specific difficulties on enforcement the DSB recommendations and rulings on the disputes of concerning measures.The probable solutions to the problems are to introducea system of preliminary measure，and improve the rules of wording of the ruling and recommendation.
