Bristol Metals L.P.and other petitioners challenged Commerce's surrogate valuation of Circular Welded Austenitic Stainless Pressure Pipe(CCWASPP)from China and the assignment of individual rate to a Chinese company in its remand result. The U. S. Court of International Trade sustained U.S Department of Commerce's remand results for that they are supported by substantial evidence，and otherwise in accordance with law. This article briefl y introduced the facts of the case，analyzed the reasoning of the Court's decision，then comment on some legal issues of this case，especially on the determination of the domestic price of a selected surrogate country in the U.S anti-dumping law and practice.
