The international financial crisis deeply and widely infl uences the world economic structure.As the example of China and Russia，the petroleum cooperation is important to both two countries.On the basis of nalyzing the new structure after the financial crisis and Russian energy strategy，this article puts forward that it is necessary to build new strategic petroleum cooperation alliance under the frame of Shanghai Cooperation Organization -SCO in order to better streng then their petroleum cooperation.
