The paper focused on the objective of making Shanghai to be the aviation hub in Asia Pacific Arearaised in the Shanghai“No.10 5-years developmentplan”.Based on the theories of company strategy management and the successful cases of non-aviation are aachievement of the international airports，one set of planning and operational proposals were devised which were coincide with the domestic airport development in non-aviation area. Additionally，they also provided Shanghai airport a blueprint for the non-aviation development.
