The improvement of the relationship and rapid development of economic and trade between Mainland China and Taiwan region have constituted solid foundation for the development of trade in higher education service. Mainl and China and Taiwan region need to open their higher education service to the other side and improve their formulation and implementation of laws on mutual recognition and accredita tion of academic degrees，protection of students' rights and interests，protection of investment and investors in education services and protection of intellectual property rights.
