In the intense competition during the post-crisis era ， frictions have gradually changed from traditional commodity trade to the generalized economic frictions. The export substitution strategies of developed countries in manufacturing industry have constituted a great challenge for China ' s export strategy.China needs to change its export-oriented policy into outward FDI by making full use of the tendency of international industrial structure adjustment.
