Rules of origin are one of the most fundamental principle in international trade area. The US has paid attention to this researching topic early in the nineteenth century. Their legislation experience on rules of origin has substantial impact on the Kyoto Convention as well as the WTORules of Origin Agree-ment. China started its research in rules of origin a bit late and experienced lacking，dividing and unifica-tion stages. With the development of free trade agreements，we have a fast development period.
