The animal welfare movement originates from the humane movement of the UK in the 18th century. It has spread all around the world quickly and caused wide concern. In the field of international trade, animal welfare has always been used as trade safeguard mechanism to protect the domestic market. However, China is unable to use this kind of trade safeguard mechanism for the absence of animal welfare laws and to prevent the import of animal products from other countries for moral reasons. This is a defect of China’s import administration system and constitutes unfair competition for Chinese animal products in the world market. Therefore, China needs to establish animal trade safeguard mechanism.
