Abstract:The case of Crystalline Silicon Photovoltaic Cells reflects the recent changes of United States government (Department of Commerce) in terms of the judgement criteria and trade policy, which especially include the scope of the investigation, surrogate country, separate rate and double remedies. The administrative judgment in this case has strong indicative effect on the following cases. Currently, anti-dumping and anti-subsidy are the main measures used by China’s main trading partners. The case also proves the importance of respondent and internal governance of Chinese enterprises in the trade remedy. The inspirations of this case can be learned in future similar cases.
