China (Shanghai) Free Trade Zone is the newest model of customs special supervision zone in China, to provide the best trade facilitation policy. As the free trade agreements do not mention whether the FTA rules of origin could be used in a customs special supervision zone, so far enterprises in those zones cannot truly enjoy the tariff concession benefits. It does not only impede the enthusiasm of those enterprises to buy domestic materials, but also decreases its attraction capability of foreign investment. This paper proposes that relating regulations and policies should be established and issued as soon as possible, in order to make traders in China (Shanghai) Free Trade Zone obtain export tax withdrawal, import tariff concession benefits. Those policies will meanwhile assist the establishment and construction of Shanghai International Trade Center
