Although there are numerous research papers on regional services agreements, few of them concern GATS-minus commitments. Negative preferences have potential effects and deserve may attention. They may infringe on the legal status of an agreement under the GATS and have bad impacts on the whole multilateral trade system. This paper casts light on the nature and causes of such GATS-minus commitments and their implications for the non-members as well as the status of the relevant RTAs under the GATS.
