Abstract:China established free trade zones to substantively promote wider opening and further reform. The four FTZs are targeted on different national strategies. Shanghai FTZ targets financial and technological innovation and concerted development of the Yangtze River Delta Area. Guangdong FTZ centers on institutional innovation for further economic integration of Mainland China and Hong Kong and Macao. Tianjin FTZ shoulders the task of implementing the national strategy of concerted development of Beijing, Tianjin and Hebei. Fujian FTZ is orientated as a platform for deepening the cooperation across the Taiwan Straits. It is therefore proposed that China establish a national coordination agency, promulgate China FTZ Law, adapt its FTZ strategy to the One Belt and One Road Initiative, promote the reform of administration regime and deepen the reform of finance.
