Risk management of inspection and quarantine administration is an important branch of public management in international trade. Referring to the principles and definitions of relevant ISO standards，considering comprehensive characters in inspection and quarantine administration, we use risk matrix, subjective and objective analysis，to establish the context，and study risk level, risk tolerance, risk combination and aggregation etc.
