Abstract:The negotiators of TiSA have not only accepted all the contents of GATS, but signed some substantial agreements in a few important areas, which formed the base of a new multilateral trade system of services in parallel to that of trade in goods. In terms of rules on financial services, outstanding achievements have been made in regulatory measures, data processing, capital control, financial products and financial regulation, but the integration of other agreements, domestic regulation, transparency and subsidy remain unresolved. The significance of studying these rules seriously lies not only in the necessity to find a template of innovative rules applied by those free trade pilot zones, but also in the preparation for China to participate in the next round of international competition.
