Abstract:The 19th National Congress of the Communist Party of China offers new guidance for the development of China pilot free trade zones. In the past years, material progress has been made in the promulgation andimplementation of a series of laws and regulations to create a more international, highly legalized and liberalized business environment. But it is far from enough especially in terms of deepening and systematic opening, and therefore the 19th CPC Congress has set higher aims and new directions for the development of free trade zones. The author suggests that every pilot free trade zone in China divide all its zone into two parts, one is customs controlling area serving as free trade zone and the other is non-customs controlling area focusing on deepening economic reform. The free trade zone may promote its experience to the experimental reform area, which in turn may promote its experience to the rest of China. All pilot free trade zones may adopt different models of development, such as free trade zone of tangible goods and trade in services, free trade zone of direct investment and finance, and free trade zone of financial center.
