In order to improve the long-term development effect of the borrowers on the whole, the BRIC New Development Bank promotes the use and construction of the borrowers’Country Safeguard System (CSS) in its Environmental and Social Safeguard Policy framework vigorously. Above the borrowers’national laws, the “one size fits all”environmental and social safeguard policies that traditional MDBs applied fail to achieve the desired developmental effect. This is because they cannot exert influence on non-MDB funding projects at all; impel some borrowers to turn to other financing options for more flexible environmental and social safeguard requirements; incur a heavy time and cost burden to the borrowers. The Country System will overcome the above problems effectively, but there are also challenges. To meet the challenges, in the future, the NDB should set a minimum standard for the CSS, push forward the CSS gradually and orderly, and strengthen the technical assistance to the borrowers in the process of advancing the CSS.
