After the Ninth CPC Congress, China took a more open attitude to promote the“the Belt and Road Intiative”construction and implementation of the strategy of free trade zones. It makes qualitative changes in the geographical advantages of the border areas. According to the requirements of the new situation, the strategic position of China’s border areas is re-positioned as“the First Comprehensive Effect Area of ‘the Belt and Road Intiative’”. The relevant suggestions and main measures about its eight advanced functions has been put forward. The new positioning and implementation measures will be more conducive to the development of China’s border areas which will play a greater role in the construction of“the Belt and Road Intiative”.
