Abstract:Though the U.S. strict export control did not hinder the technology improvement of China, it influenced Chinese technology innovation modes, complicated the technology importing path, distorted innovation resources allocation, and decreased the efficiency of R&D in China. In a word, U.S. export control is harmful to the technology innovation of high-tech industry in China. In view of high-tech export control to China being more and more discriminatory, China’s high-tech industries should consolidate independent innovation, then implement the technology innovation strategy of“matching model and path, sharing resource and market, balancing speed and efficiency”.
