African swine fever and other bio-safety events have brought harms to China, which directly affects people’s life and health. The objective reasons for this phenomenon are the deepening of globalization and the acceleration of commodity circulation and the diversity of biological migration paths brought about by international cooperation under the Belt and Road Initiatives which makes animal diseases and others intruding. However, the human reasons are lack of awareness of bio-safety risk prevention, related systems and their implementation in China. To prevent and control bio-safety incidents, effective measures should be taken at both domestic and international levels: the former is to enhance the awareness of prevention and to improve bio-safety legal regime. The latter, guided by the idea of building a community of shared future for human kind, is to promote the formation and improvement of the global bio-safety co-governance rule, to strengthen cooperation among BRI participating countries to establish a long-term mechanism for preventing bio-safety risks and to seize the opportunity to formulate the universal rules for biological safety.
