The Pandemic has caused a huge impact on international trade, and calls for WTO reform. China can, as an initiator, propose the negotiation proposal of the WTO agreement on trade-related measures (goods, services and intellectual property) for the prevention and control of the pandemic. China may invite major exporters and importers of pandemic prevention and control products to concretize trade measures necessary for the health protection of human, animal and even plant, and formulate an agreement on trade measures for public health and pandemic prevention and control administered by the WTO. A plurilateral agreement first, and then a multilateral agreement. WTO will fully play the leading role in the global trade system for pandemic prevention and control, and earnestly advance specific agendas such as tariff reduction, trade facilitation, protection of the rights and interests of developing countries, and economic recovery.
