Abstract:The growing global value chain has changed world economy landscape, which led to the reconstruction of globe trade rules. In recent years, bilateral and regional negotiations have become the main platform for the formation of the high-level rules. While China is going to make new ground in pursuing opening up on all fronts, exploring the opening of free trade ports becomes an important policy in the strategy. The paper discusses how to explore the opening of free trade ports in Shanghai, which may include testing the negative list from“WTO+” rules, reforming the supervision system in process and afterwards by “WTO-X” rules, and promoting the trade cooperation with the Belt and Road Initiatives.
