The path of legalization is the key factor for the establishment of free trade account in Hainan Free Trade Port.At present, there are some specific problems in the practice of the legalization of free trade account system in Hainan Free Trade Port,such as the decentralization of free trade account’s overlapping administrative power, the category of central legislative power and the inperfect supervision system. In order to solve these problems, cultivating a legal business environment and achieve the goal of trade liberalization, the free trade account system of Hainan Free Trade Port should adhere to the strategy of“integration of administrative power, rule of law, institution and environment”, the core concept of“adjusting law for reform”, and the methodology of“simultaneous development of establishment,reform,abolition and interpretation”. The specific measures are as follows:institutional innovation to clarify the distribution of administrative power, special authorization model to build a complete legal system and strengthening supervision to achieve risk control.
