Based on the national situation and development demands of China, it is an effective way to explore the mechanism of cross-border data flow at Free Trade Zones (FTZ). From the FTZ of progress and current situation, the cross-border flow of data is faced with such problems as“the relevant laws and regulations are not yet systematic”“lack of classification criteria for data”“the channels of data export lack of flexibility”“there are difficulties at the mechanism of data cross-border transmission security assessment and management”and“data sovereignty dispute”and so on. This paper proposes to deal with the current difficulties and problems from these aspects: setting a flexible data exit path, strengthening the ability of information technology research and development and application, accelerating the development and implementation of legal system, establishing of classification criteria for data and expanding international influence and so on, to help China to achieve data interoperability cooperation with trade partners as soon as possible.
