Abstract:The Regional Comprehensive Economic Partnership (RCEP) is the first pan-Asian free trade agreement, with various comments on its design and effects. To realize the inclusiveness of the coordinated development of man and nature, and man and society, can be used as an important yardstick for evaluating international economic agreements. The parties are roughly equal in the process of the RCEP negotiations. By taking account of different development levels of the parties and different development needs of small and medium-sized enterprises, the RCEP provides each party with a better development space and business environment. The RCEP has established non-discriminatory cumulative rules of origin which is conducive to integrate regional supply chains and promote regional coordinated development, and set up high-level e-commerce rules in the Asia-Pacific region that can strengthen the parties’digital economy capacity building and reduce digital trade barriers. Nevertheless, due to the imperfect development of rule of law, the participation of civil organizations has not been fully reflected. As regards the pursuit of multiple values, the RCEP rules are relatively conservative and fail to respond to new issues such as environmental protection and labor protection.
