Abstract:The United States’withdrawal from the TPP marks the arrival of the post-TPP era. As an important part of international economic and trade rules, rules of origin play an important role in ensuring the implementation and operation of regional trade agreements (FTA). The newly negotiated or upgraded large-scale high-standard FTA rules of origin in the post TPP era have a more and more far-reaching impact on the reconstruction of global value chain, enterprise export and industry development. By combing the FTA rules of origin such as CPTPP, USMCA, European and Japanese EPA, British and Japanese CEPA and RCEP, this paper summarizes the main characteristics and change trend of FTA rules of origin in the post TPP era from the aspects of chapter and annex settings, regional value component standards, accumulation rules and declaration of origin, and finds that China’s FTA rules of origin lack industry pertinence and flexibility. Small, medium-sized and micro enterprises have low export utilization rate and high threshold of declaration of origin. Suggestions are provided on China’s coping strategies and improvement path.
