It is of great strategic value and practical significance for Shanghai Free Trade Zone to develop international entrepot trade. Compared with Singapore, Hong Kong, Pusan and other free trade zones (ports), Shanghai’s international entrepot trade is still in its infancy. The factors restricting the development of entrepot trade in Shanghai Free Trade Zone are mainly reflected in the inflexibility of customs supervision system and the lack of integration with the international advanced free trade zone; the low efficiency and high cost of transfer and consolidation in the free trade zone; the heavy tax burden and the inconsistency between the tax management system and international practice. Referring to the development experience of the world famous free trade zones (ports), Shanghai Free Trade Zone should start to build an international transit and assembly information center to promote the coordinated development of multimodal transport, to accelerate the opening of maritime transport rights and improve the port of departure system, to promote the innovation of supervision mode to promote the facilitation of entrepot trade, to establish a tax and subsidy system with international competitiveness and create an industrial chain of entrepot trade, etc.
