The rules of the Digital Economy Partnership Agreement (DEPA) revolve around four aspects: promoting the facilitation and liberalization of digital trade, constructing the trust system of digital system, realizing inclusive development and exploring innovative development of digital economy. Compared with the digital clauses of other RTAs, DEPA has a wider range of topics and is more innovative, which reflects the value of DEPA for the global digital governance system.DEPA’s expansion and upgrading of digital economic and trade rules have multiple reasons in economy, technology and politics. China’s accession to DEPA has important strategic value. We should improve the possibility of joining DEPA by regular path, enhance the effectiveness of joining DEPA by partner path, and promote inclusive, innovative and collaborative digital economic governance by value path, so as to open up more space for the healthy development of digital economy in the future.
