It is a basis to build the special customs surveillance zone for the pilot free trade zones with Chinese characteristics, which has developed as the comprehensive trade and economic pilot zone including the trade on goods, services and the investment combined with finance and industry. It carries out an important function to implement the relevant obligations under the international trade and economic conventions, treaties and agreements which has been accessed or to be joined by China with many arisen legal issues on international trade and economy. It needs coordination of the rule of law for both domestic and foreign affairs to improve the legal system of pilot free trade zones with Chinese characteristics, in particular to study further the international legal issues of domestic implementation relating to international conventions, treaties and agreements. It is necessary to make the Law of Free Trade and Economic Zone and to establish a mechanism of enforcement accordingly.
