The effective operation of the Anti-foreign Sanctions Law is inseparable from a scientific and complete supporting implementation system, and administrative law enforcement is a key link in the implementation of the law. The text of the Anti-foreign Sanctions Law provides for enforcement subjects, enforcement procedures, and enforcement methods, but from the implementation level, there are still problems such as unclear functional authority and working procedures of enforcement agencies, enforcement procedures to be refined, and unclear contents of specific legal responsibilities, which will affect the effectiveness of the implementation of the Anti-foreign Sanctions Law. In order to give practical play to the foreign struggle function of the Anti-foreign Sanctions Law, the division of labor among law enforcement agencies should be clarified, the institutional arrangement of the work coordination mechanism should be improved, the law enforcement procedures should be further optimized according to practice, and the legal responsibility provisions should be refined, so as to guarantee the effective implementation of law enforcement work and better respond to China’s current strategic needs of anti-sanctions, anti-interference, and anti-long-arm jurisdiction.
