The National Information Report is a barometer of whether the Parties can achieve the set carbon peak target of the Paris Agreement.It is extremely important for each contracting party to fully fulfill their national information communication obligations to shape the dimension of climate governance responsibility.Given the focus of disputes among contracting parties in global climate negotiations and consultations regarding the issue of compliance rules for information communication, it is necessary to clarify the basic principles and scope of application for reporting obligations to fulfill their information communication obligations, formulate national entity and procedural rules for information communication, and establish a mechanism for reviewing and holding accountable the content of information communication by reporting obligations to maintain the order of global climate governance.As one of the important parties to the Paris Agreement, China has actively fulfilled its national information reporting obligations in global climate governance.In the post-Paris era, China should advocate for regulating the accuracy and comparability of national information reports, and under the dual constraints of process responsibility and outcome responsibility, promote contracting parties to truly and fully fulfill their national information reporting obligations, and enhance the foundation of mutual trust between countries.
