Investment Facilitation for Development Agreement aims to enhance the transparency of national investment policies, simplify foreign investment review procedures, and create a standardized, convenient, and highly transparent investment environment. Transparency of investment measures is one of the most important issues of the Agreement, which focuses on improving international investment transparency through measures such as investment information disclosure, the construction of a“single window”platform, and the establishment of complaint and comment mechanisms. China is not only a firm leader in the negotiation of this agreement, but also an active actor in its implementation. Since joining this agreement, China has taken a series of measures to facilitate the investment and improve transparency. However, at present, China’s international investment transparency legislation, specific requirements for international transparency and the construction of a“single window”platform for international investment all have gaps with the transparency requirements of Investment Facilitation for Development Agreement. It is necessary to explore the good convergence plan between China’s investment transparency measures and the provisions of Agreement on Investment Facilitation for Development from the three aspects of amending legislative style, improving specific requirements and improving the“single window” for international investment, so as to build a highly transparent, efficient and convenient international investment environment.
