Abstract:The pathways for international cooperation on digital economy agreements include multilateral, regional, and bilateral approaches. Currently, China’s bilateral cooperation level is relatively low, its achievements in regional cooperation are limited, and multilateral cooperation faces considerable difficulties. To safeguard the interests of developing countries and prevent China from being marginalized in the rule-making process for the digital economy, China should not only actively participate in existing multilateral cooperation but also strive to promote new multilateral cooperation through soft law. At the regional level, while China faces certain challenges in joining the CPTPP, it should prioritize acceding to the DEPA to accumulate experience in developing a“China Template”for digital economy agreements and to counter the potential negative impacts of restrictive measures imposed by other countries. In terms of bilateral cooperation, China should select appropriate partners and timely adjust its free trade agreement strategies,thereby facilitating institutional development and enhancing its discursive power. To better achieve international cooperation on digital economy agreements, China must continuously improve its domestic digital economy governance and seek broader international support, jointly advancing the global governance system toward greater fairness and justice.
