Abstract:In recent years, CPTPP, which has been widely regarded as a high-standard international economic and trade agreement and RCEP, which China has already joined as well as CAI, which has been negotiated and concluded by China, regulated the emerging financial form, that is the new financial services. They mainly focus on three aspects: the definition, market access and supervision of the new financial services. As an experimental highland of China’s opening up, Hainan Free Trade Port has actively benchmarked international standards to regulate new financial services, but it is still insufficient in system construction and rule design. In order to explore the feasible path of operating the new financial services market and provide beneficial experimental experience for China, Hainan Free Trade Port should further learn from advanced international experience, clarify the relevant concepts about new financial services, optimize the access mechanism of new financial services and improve the“regulatory sandbox”mechanism.
